If you knew your budget was so low, you should have planned for that in the beginning. Buy speakers that are more efficient and require less power. And why do you need 80 x4? 40×4 would only be 3 db quieter. What are your goals? maybe you should just save your money and run on deck power for now? If you really must have something and you have to get buy so cheaply, shop used stuff on e-bay, craigs list or any one of the many car audio specific message forums that have stuff for sale all the time.

I think a Sony 600 watts amp from walmart would work for you only around 90 bucks. Good luck hunting.
